When setting cell direction as RTL, the cell contenst is still aligned to the
left. It should automaticly align to the right, as writer does.

We had the requirement to set the cells attribute to RTL but not its
contents alignment.
A competitotr was chosen as an example for this. 
This feature was accepted and agreed from Sun Dubai.

Please add a justification or I will close it again.
Just saying "This bug has been mentioned in few of the press reviews of OOo."
isn't enough since the major stakeholder, Sun Dubai, agreed on the current
behaviour.
BTW, it is not a bug anyway.

* In MS Excel, the default cell alignment matches the cell directionality (when
you change the directionality, the alignment changes with it).

And, if you noticed, the bug marked duplicate to this was reported by ayaniger
from tkos, the company that is doing the l10n for Hebrew.

I don't think that tkos know less of the Hebrew market then Sun Dubai knows of
the Arabic market.

In issue #30158, you can see many examples of excel files that do not open
correctly in calc, from reasons which are probably related to this issue.
