It would be nice to be able to right-click on a file and select "Open read-only"
in addition to "Open" or "Print." It seems this is something the installer /
setup program could do easily, assuming there's a commandline option to open
read-only.

Perhaps a more appropriate name would be "View"

Yes, OOo already provides a -view switch.
You can already define an additional action yourself using the File-types and
programs configuration-utility (don't run windows, so I cannot tell you the name
of the menu items)

one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
