Current columns are linked, flowing newspaper-style from one to the next. Some 
tasks require columnar content to be unlinked and independent, where the 
contents in column A should not flow into column B at the end of the page, but 
should continue in column A on the next page. Currently, the user does not have 
the option to use columns in this manner, and must use wild tricks with frames 
to provide a similar, but less useful, effect.

This might be implemented by permitting a "column sequence" consisting
of text frames that automatically reproduce and expand as text is
entered but moving from page to page without having to copy the frames
to each page.

Now, to do what is requested, two (or more) columnar frames are
created on a single page and then copied to however many future pages
are required as each is encountered (that is, as each new page is
generated).  This is a very convoluted way of doing what should be an
easy task.

Paragraphs should be synchronize as in Story books (Drehbuechern) f.e.
by formatting with a certain paragraph style.

The parallel column behaviour (which is also not present on MS-Word, but on WP) 
can be established using a table with corresponding count of columns. In order 
to have spaces between columns, an empty, narrow column can be used (padding 
does not apply, because this would require an individual setting for each 
column). Of course, this approach also represents a workaround, but can be 
favoured over text frames, since new pages are generated automatically when the 
text extends.

The storybook behaviour can be accomplished by entering each paragraph in a 
separate cell of a table.
Until OOo V2.0, one MUST use cells for each paragraph, because OOo does not 
support page breaks within cells (see issue 2109).

I just wanted to post a very similar issue when I came across this one.
So I'll post it here:
It would be very good to let the user specify how much space there should be
between the text and the seperator line (both from left and right).

I attached a mockup. Feel free to improve it or dismiss it ;-).

This feature would also be very useful to people working with translations, who 
would then be able to see the original text in the first column while writing 
the translation to another. 
 
In some cases the text being translated is provided in more than one language, 
so more than two synched columns would be useful. On the other hand this could 
be an awesome help in _creating_ interlinear texts.
