Add "Format Case-Characters / Title-Case" function to Format menu

Currently, the Format menu does not allow the user to format a selection of words into 'title-case' (madame bovary -> Madame Bovary), which is available on many popular word-processors. Business requirement: The user should be able to format automatically a selection of words into 'title-case' where the first character of all words except prepositions, etc., be converted to upper-case. Proposal: Add a function to the Format / Characters-Case menu, say 'Title-Case'. Also, a list of words whose first character is exempt from upper-casing should also be established and observed by the case-formatter. Examples: a, the, than, with, from, of, to, etc.

OOo does provide a Title case feature, which is well hidden: > Format > Character > Font Effects > Effects However, the summary asks about adding this to the Format Case Character menue. That's why I won't close this as invalid, but set to New.

I've recently had three users here ask me about the title case function, totally independently. IMHO this is a significant usability issue for the software.
Bug spam - me too I am with the others who have requested this :) Another reason to see this included is that the current "Format > Character > Font Effects > Effects" doesn't convert when saving as M$ Word docs :(

Although this feature is available, it also capitalizes prepositions, which most people don't want. It also needs an exception list of words not to capitalize when Title Case is applied. WordPerfect does this, and the exception list is a configuration file that can be edited. Ideally, this exception list would be editable from the Autocorrect dialog, as is the case for two initial capitals and abbreviations. Definitely should be added to the Format, Change Case submenu at least.
An after-thought. The menu item also needs to toggle Title Case off.
The problem is less that it is tucked away under Format->character->font->effects (which btw seems so logical - not), but how it functions. As OO.o treats it as a font effect style, not how the text is stored, when you export the document in any format other than odt (or sxw) you loose the title case. Try saving some title case text as plain test and you will see what i mean.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
