toolbar icons for opening ones default "save as" folders


There are default folders assignable to different file types to determine where 
these file types should be saved in standardly. (issue 16968)

It now will be convenient if there are toolbar icons for directly opening these 
folders (so standard windows with these folders).

I'm changing components of some issues to ui ui from framework ui; am 
I right in doing so? not all: it'd be too much. Also I clarified some 
types from Feature to Enhancement

issue still valid as per OOo 3.0 Beta m2. I haven't found this possibility.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
