cmc->ama: Just to confirm, the attached example .doc's feature of having an
effectively "page anchored" (really character anchored with relative to page
vert and hori from word's perspective) element anchored to a header displayed on
all pages that use that header is not currently possible ?

Yes, I think, it's for Oliver. For drawing objects it's possible to
leave the header but for writer fly frames it's not (at the moment).

In order to address this issue 
(1) a new option is introduced to Writer frames and Writer graphics -
draft name 'follow text flow' and
(2) vertical alignments at page areas - namely 'entire page' and 'page
text area' - are introduced for 'to paragraph' and 'to character'
anchored Writer frames/graphics.

By the new option it can be controlled, if a Writer frame/graphic can
leave its layout environment (page header, document body, table cell,
surrounding Writer frame, footnote/end node, page footer) by a given
positioning.
If option is set, Writer frames/graphics are layouted as in OOo 1.1 -
if its given position exceed its layout environment, it flows to the
next layout environment or, if no next layout environment exists (page
header/footer, table cell, surrounding Writer frame), it's captured
inside its environment.
If option isn't set can leave it s layout environment, but it has to
stay on the page its anchor is on.

By the new vertical alignments Writer frames/graphics can be
vertically positioned aligned to page areas, even if they are anchored
'to paragraph'/'to character'.
If a Writer frame/graphic has to follow the text flow (new option is
set), the page areas for the vertical alignments are interpreted
according to its layout environment. E.g.: a Writer frame is anchored
to paragraph inside a table cell and the new option is set, then
'entire page' is interpreted as the cell area.
