In a list of items lines can by promoted up or down the list with the
ctrl^alt^arrow-up/down.
This shortcut sometimes seems to stops working.
Sometime it stops working only for some items but works for others.

Open BugSample.swx, insert cursor into bullet list on Page 1. Lines of
interest highlighted in yellow.

Put cursor on yellow line, ctrl^alt^up/down arrow does not move line
as expected. Does work on non-highlighted lines.

confirming. Setting OS to ALL (reproduced on linux)

Steps to reproduce:
0) Open the attaced document
1) Place the cursor in on of the yellow-marked lines
2) Try to move the paragraph with <ctrl><alt><up/down>

This bug could be replicated with the same file under both Redhat Linux and
Windows XP, in OOo 1.1.0 and OOo 1.1.4. Follow up tests show the bug is
replicable in both doc and sxw formats with the same file by following the
sequence of steps shown in the prev comment by cloph.

You mean, like odd keyboard shortcut assignments? For example, on mine, Ctrl+G
is save and Ctrl+A (in Impress) is open.
