Graphics dialogue: size in percent shown wrong


open the file attached to issue 19722

access the Graphics dialogue of the 2nd image

untick and tick "relative" of the "height": wittness 2 different perecntages.

this should be consistent !

dang!  it's issue 19721 where you should take and open the document 
from!

Confirmed in 1.1.0 using the file attached to issue 19721.

The graphic dialog originally shows a width of 5.05" and a height of
40%.  Then changing either of the relative settings (i.e. checking the
width, or unchecking the height) modifies the dimensions to be
approximately half the size of the original.

HI->OS: The graphic will rebuild after you modify and change back the
values in the graphic dialog and quit with OK.

Same as issue 25391. closing this in favor for issue 25391, because there are
already set a lot of duplicates.
