A very anoying problem that has been around far too long.
More meaningful summary so that we have a little chance that someone might find DUPlicates. It seems that Dutch language requirements are missing in the specification.

For information: there is now an UNO API (draft, no published flag) service com.sun.star.i18n.OrdinalSuffix that maybe could be enhanced to be used with this feature, also to provide means for additional languages by using the ICU internally. See reference in offapi/com/sun/star/i18n/XOrdinalSuffix.idl

An upgrade from ICU 4.0 to 4.2 hopefully wouldn't yield problems as earlier upgrades to new major versions did.. I created issue 104310 for the ICU upgrade and added a dependency.
Need to add to the spec: - Dutch (detailed sent by Cor Nouws) - Portuguese (expecting feedback from gbpacheco based on issue 104310) @MBA: We are working with Cédric on this issue (expected 3.3?). Would you mind to "host" it in your intray until we know when it will be implemented? Thanx!

@es: Looking at http://www.openoffice.org/issues/show_bug.cgi?id=74874#desc9 and my advice for this issue (see desc16), I've looked up the officual rules for ordinal numbers in Dutch. See http://www.onzetaal.nl/advies/1e.php Summary in English: both are OK, no preference, as long as you use one style in one text ( :-p ) (Sidenote: it's also not mandatory to write the ordinal numbers in superscript.)
