This is a follow up issue to issue 19853. 
Open attached document -> the frame (containing the larger table; has optimal
wrap) does not fill the left column. Thus the second table is partially hidden
behind this frame.

First of all, a frame, which is anchored inside a section doesn't have
to expand the section - it can overlap and/or exceed the section bottom.
Then, the small table doesn't wrap around the frame, containing the
large table, because a table wraps around a frame, if frame has the
wrapping:
- 'None', or
- 'Before', or
- 'After', or
- 'Parallel' with position 'left'/'right'.
But, that's not all. The algorithm, which balance a columned section,
doesn't consider correctly objects, which are anchored inside the
section and overlaps the section, such that a complete column width is
taken.

Due to the fact that this issue is a follow-up of issue #19853 and MS
Word doesn't behave consistent in the 'expansion of the section', we
have to decide, what do. The mentioned inconsistence can be reproduced
by moving the large table to different positions - sometimes the
section expands, sometimes not.

OD->MRU: Let's have a closer look together and discuss possible solutions.

MRU->BH: I think, we need a new compatibility option for the two different
behaviours regarding (non-) expanding sections.
