In a 2 column document, when you export to .doc format the first line of the 
right colum is on the right.

I can Reproduce the problem on 
OpenOffice 1.1 (default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

One Right is become in The wrong position. when opened again after 
save as ms word format

There won't be anything to fix for OO filter. It is the way MS Word
balances its columns. Open the file I attached with MS Word.
Everything looks fine. Now select the text in the first line and
change the fontsize to 14pt. You'll now see, that it's Word's
algorithm which formats the columns this way.

OK with this. The solution is to manually insert a column change. 
Then it is opened OK in MS Word.
