possibility to change measurement units in one single place

i'm thinking to create a RFE for that, but i want to discuss before: it would be convenient to have a single place in Options for changing the measurements units in the whole program. by default, OOo put all the measurement units in inches, if i want to change to centimeters, i have to make changes in 9 places in the Options dialog (3 places for Writer, 3 places for HTML editor, 1 place for Calc, Impress and Draw) even more, if i want to use centimeters in Writer, why i would use something different as measurement for rulers? or one unit for the vertical ruler and another unit for the horizontal one? i understand in some special cases users may want to use different units in some parts (example: centimeters in Writer and points in Draw), but the majority of users want the same units at least in Writer (in all 3 places) and Calc
one suggestion from mailing lists: measurement setting should have a setting that reads "use general", and then there would be a setting for units under <General> that users can change to pick their default unit. if they need something specific they can just change that one setting.
