For reference: WinXP, P4 2.40 GHz, 512MB

Description of problem:
 1. QuickStarter loaded in system tray,
 2. Open an existing document from file manager (Windows Explorer),
 3. Splash screen doesn't show (slow start up of UI)
 4. Close UI,
 5. Re-open document: fast start up of UI

(If QuickStarter is turned OFF, opening a document shows the splash screen.)

Because it takes a while for the UI to load the first time a document is opened,
the splash screen should still be displayed even when QuickStarter is enabled
and loaded. Subsequent openings are much faster and don't require the splash screen.

Confirmed. I'd like to see an option like this one:

I think Version info should be updated. In latest OOo 2.2.1 it's the same.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
