In several instances, word wrap has caused a closing quotation mark to go to the
beginning of the next line.  The most readily available example is when a quote
ends with [,] or [.], that is something in brackets, which is quite common in
legal writing; if it comes towards the end of the line, the close quotes will be
at the next line, e.g.:

The court held that "it was comprehensive in scope[.]"

Where the close quote will be at the beginning of the next line.  Presumably
this is because the parser doesn't treat punctuation as it would alphanumeric
for wrapping purposes.

Actually, the phenomenon is more general. This also happens when words
like [t]here fall at the end of the line--[t] ends up on the former
line, followed by "here" on the next line.

I can confirm this behavior in 1.1.0 and 680m11.  

This appears to be similar to Issue 11748 (which is closed/fixed)
involving quote wrap following punctuation.  I could find no other
duplicate issues.

This is a duplicate issue of 19716, which is fixed.
