Draw images can not be used directly as backgrounds. Having to employ exported
draw files as graphics defeats the purpose of having Draw.

I'm changing the component to "Draw" instead of "Word Processor".  For one, this
is more of a Draw issue.  Secondly, this will make it easier for people to vote
on this.

Now a question, is this even a Draw issue?  Isn't this an issue of the operating
system and window manager?

No. Remember that you must export draw files as a graphic to insert them into
the background of say a write file. I think that OOo should use its own native
formats under all conditions. And yes let's keep it as draw.

Question can we relate this to the gallery issue we raised earlier?

Actually it is possible in impress/draw to have a drawing in the back. Just copy
'n'paste it on the master page. This is not possible in writer. but the best way
would be to have an option in page /background additional to graphics, color etc.
Change this back to word processor. I think this fits better.

I disagree vehamently against changing this issue to enhancement. Draw is a
native format that CANNOT be used in the same manner as other formats. TO my
mind this is a major defect. I have changed it back to DEFECT. If you wish to
insist that this is an enhancement please justify your actions in detail.

Why in the world is this an "enhancement"?  This is a defect.

I am generally the first to say that issues should fall under "enhancement", but
this time I truly believe that this definitely falls under "defect".  .sxd is a
NATIVE format for OOo.  How is it possible that you cannot import it into Draw?

back to enhancement, target-milestone: not determined.

Please understand that this is an enhancement and not a bug because OOo never
was designed to support draw-files as a background. There is no code that has
bugs and can be fixed. To implement this non-existing functionality has to be
added to OOo.
Although I understand you "feel" that this is a defect, you have to see this
from the technical point of view.
For a new funcionality some guidelines on how to implement this (a
specification) has to be created, furthermore the new functionality needs to be
documented, localisation need to be done, etc.
A defect would just mean: fix it. Nothing else involved (since the rest would
exist already).

Indeed, as long as this functionality is missing, Draw and Writer are
essentially incompatible products. 

I think this issue should be implemented alongside the ability to "Insert >
Picture > From File... > *.odg" because that is also lacking, seemingly for the
same reasons.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
