Presently, a number in a Calc cell can be formatted to display in a user-defined
manner, provided it is equal to 1 or greater, OR zero or below.  For example, a
cell containing the value 1,000,000 will display as '1M' when given the
user-defined format of _0,,"M"_ (minus the underscores).  However, while Calc
provides the comma as a 'thousands' divisor to achieve this, it doesn't have a
corresponding 'thousands' multiplier to display decimal fractions in a
user-defined format.  For example, there seems to be no way of making '0.001'
appear as '1m' (as you would if dealing with a small electric current - 1mA). 
This would be a very useful feature to have in Calc.  This was prompted by a
user's request here:

A 'thousands' multiplier - such as '*' (an asterisk) - could be used instead of
a comma to achieve this 'multiplier' effect, or a switch - say, '!'
(exclamation) - could be used to reverse the effect of commas in user-defined
formats, turning them into multipliers.  The former would look like _0*"m"_ and
the latter would look like _0!,"m"_ to make 0.001 display as  '1m'.  Similarly,
_0***"n"_ and _0!,,,"n"_ would make 0.000000001 display as '1n'.  Either would
be suitable methods, although the asterisk, with its 'multiplier' mnemonic,
would perhaps be more logical.

A search on 'number format' for Calc in IssueZilla returned eight hits: 6761,
15756, 18134, 20396, 22345, 23236, 23364 and 23839.  None of these were relevant
to this issue.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
