In the file that I'm about to attach, I have a simple spreadsheet with 3
columns: first name, last name, and "new", where cells in the "new" column may
contain an anchored graphic.

If I sort the rows such that the rows move around, the graphic should follow its
corresponding row. This doesn't appear to be the case.
