This is related to Issue 9115.

It'd be nice to have cross-reference in OO documents converted to hyper-links 
in HTML documents.

Cross-references like "see page 3" don't convert well into HTML. Moreover, 
hyperlinks (which translate correctly into HTML) are not very nice in OO text 
and totally useless once printed. 

Although, in issue 8115 on says that hyperlinks and cross-refernce are not 
alike, I think they are covering the same concept : a way to go from one place 
to a piece of information, whereever it is (which is different of "going from 
one place to antohre place").

For people exporting content to various places, cross-reference convrsion is a 
must.

Issue 9115 covers exactly the same problem thus this one is duplicate.
You may comment issue 9115 but as it is flagged WONTFIX I'd don't think it has a
chance to get "reactivated".
You may discuss this point in the discuss mailinglists and let people vote for it.
