Effects applied to objects on the master slide are not saved to file. They do
work during each session for which they are applied, but on save, close, and
reopen, all effects on the master slide are lost.

Possibly related: effects applied to slide layout text fields (title and
outline) have no effect. My suspicion is that this is by design, and that the
save routines were written to not save any effects on the master slide, as
opposed saving all but those applied to slide layout texts.

We don't want to support effects on masterpages anymore, so the issue is that
you still can assign them

Ok, now with the new presentation engine, we support them on master pages and we
save them.

CL->CGU: I think there still is an issue at DBO that effects on master pages are
not work. But you can verify that we load and store them now

Still occures in the src680m79. 
We still don't save and / or load the custom animations of objects on the master
slide.
Please have a look.
