When you set the gray outline around the editable area of the page to white,
this also effects the header box outline.  It would be nice to be able to set
the large box border to one color and the header/footer outline color to another.

latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
