Currently XSLT filter (e.g. XHTML filter) with more than one stylesheet can only
be installed by the setup of the Office.
Desireable would be an orthogonal handling for all filters, as the registration
of other filters as the Flat XML filter are deployable by pkgchk. This should
work for xslt files as well.

In my opinion it is no harm, that new filters does not overwrite the
<OFFICEINST>/share/xslt/export/<FILTER>
or 
<OFFICEINST>/share/xslt/import/<FILTER>
but simply shadow them by and installing themself under
<OFFICEINST>share/uno_packages/cache

Furthermore, adding a filter via Office GUI via Tools -> XML Filter Settings -
currently using a .jar in a deprecated format -  might / should use this
mechanism as well.
Provided JARS by this API should be installable by the pkgchk .

DBO and BH are working on a packing manager and are informed about this enhancement.
It is not considered / specified yet, how to handle the destination.
I put DBO on CC.

DBO stated that if you use UCB URLs, you could directly work in the zip.
The filter need to be deployed under 'uno_packages'. Both deployments by GUI and
by pkgchk should result into the same path.
