It should be possible to insert new slides while working in the notepad window. 
That would allow the presentation to be expanded with other slides in any view.

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

The proposed function is not implemented yet (OOo3.2.0-rc4). I think, it should
be put into the basket of the UX-Team for the development of the new ui of Impress.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
