Follow-up task of issue 1967 to reduce memory consumption of an empty document
with  increased row limit. Currently allocated are ~1MB per document for the 3
empty sheets of row heights and row flags, and for the broadcast areas. These
are http://sc.openoffice.org/row-limit.html#step7 and step9a.

On branch cws_src680_rowlimit2:
100 empty sheets inserted in a document now need ~2MB instead of 20MB.
