A. ---Simple improvement:  
When a 4x4 area is not selected, the "add" is greyed out in the AutoFormat
dialogue.  A mouse-over or right click on the "add" that displayed a relevent
message would be cool.  Maybe something like "A range of at least 4 x 4 cells
must be selected to define an new Format."

B. ---Complex improvement:  
The current "More" interface allows some Format qualities to be altered.  More
comprehensive format editing could prove intutive and useful.

    -Edit/specify colors, fonts, conditionals
    -this could fix bug 25213 (dynamic format behavior request)
    -This would mitigate a need for improvement A. , as a format could be
defined from scratch
    -conditional/auto Formatting integration may be an interface improvement

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
