Changeing any paragraph style border options doesn't work.

I wanted to change Table paragraph style border option that line style would 
be by default "-None-", but after pressing "OK" and then returning to 
paragraph style options it was still "0,05 pt". So I tried to change other 
options too, but they are also not changing and staying as they are by 
Standard. I also tried other styles than Table and they are not accepting 
border style changes also. Other paragraph style options are working (like 
Background, Numbering, Drop Caps etc)

MRU->GT: indeed, the behaviour of the border tabpage (not only paragraph, also
for table and frame) might be a bit misleading. 0,05 pt line style is
preselected even if no border is chosen. Better would be, if the line style
-none- is preselected when no border is set and jumps to o,05 pt when a border
will be selected in the "line arrangement" conrol.

GT->BH: the described behaviour is intended. DR, OS and I don't see any reason
to change this. But if you have any further ideas about this, feel free to spec
a better design... ;-) And the best contact person for this topic is DR, because
he's heavily involved in changes on that Tab Page. Also this is not a Writer
only, but a general issue.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
