Add ruby format in HTML editor.

Ruby format is already available in Writer in Format/Ruby when Options/Language 
settings/Languages/Asian language support is enabled.
But ruby doesn't appear when export in HTML.

Ruby : most used in japanese books, little characters for pronunciation, near 
of chinese characters,
- little characters at the top of the chinese character if the text is written 
horizontally.
- little characters at the right of the chinese character if the text is 
written vertically.

This requirement was pointed out again by users in Japan.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
