The attachment opens in MS-Word 2002, but does not open in OOo1.1.1 and shows an
error message instead.

I can reproduce it on win xp, OOo 1.1.2 rc2
it start with file format error line , attached screenshot. 
and it can opened correctly on office xp

confirmed on OOo1.1.1 and OOo1.1.2. something is opend in 680_m38 but this is 
not the file content.

set target to OOo 2.0

The attached file is an RTF document (have a look into the file with a text editor).
This RTF has a format error, thus OO isn't able to open it. OO's RTF filter does
not have an algorithm to repair such error, while MS Word has.

When saving a new version of the RTF with MS Word, it can be opened in OO. 
I changed the summary to something more suitable.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
