I think the following pref should just go away:

Tools->Options->OpenOffice.org->Mouse->Mouse positioning

While I remember "features" like this from Sun's OpenLook 
environment, I don't thinks this makes sense in today's 
world. 

In the aforementioned newsgroup it was pointed out that
this might be an accessibility feature, but I don't believe
it actually is. To me it looks like a "leftover" from adapting
SO to certain Unix environments.

I thik "forced" changing the cursor position in a GUI is considerered
a big usability no-no today.

If it is not accessibility related, I think this could go.
If it is, it should change its position to 
Tools->Options->OpenOffice.org->Accessibility IMHO, but then
this sort of behaviour would most likely be best implemented
DE-wide.

While I do not think this option alone by itself is all that
important, I think it should be a goal to remove cruft from
the options dialogue, as OOo/SO has *far* too many options
to make them manageable by most users. Additionally it saves
support costs, translation costs, documentation costs etc.

I also AGREE.
Running XP with latest Intellipoint (v6.10.156.0). Like many power mouse users, 
I rely on controlling mouse options thru my "mouseware" (others use Logitech 
Mouseware, etc.) One of the main features I use is Program Specific Button 
settings, but OOo either overrides or ignores the system settings.

It is redundant to have middle button and/or move cursor to default button 
options within OOo when they are already handled by the system (thru mouse 
OEM "mouseware" control panel applets, where it is proper to control them.)
I also PREFER the Windows supplied autoscroll cursors (OOo's are much to small 
on my 20inch Hi-res monitor.)

At the very least (for us x86 Windows prisoners) I would hope OOo 3 has 
a "controlled by system" option for each of OOo's mouse control features (and I 
don't much care what Options Catagory or Tab the feature is placed on, if it 
remains in OOo 3.)

I rechecked this issue in Apache OpenOffice 4.0.0 (and AOO 3.4.0) on Windows 7 Professional (32 bits). The option now resides under Tools > Options > OpenOffice > View (there is no longer a separate options pane for "Mouse"). 

It is not clear what this option is for, i.e. who benefits from it. The user manual does not explain why this option may be used (see http://wiki.openoffice.org/wiki/Documentation/OOoAuthors_User_Manual/Getting_Started/Options_affecting_all_of_OOo). 
If the goal is accessibility, I would expect the focus to be consistent with the mouse position when using the setting "Default button", but the keyboard focus is typically at the first control of a dialog, while the mouse position is at the default button (typically the OK button).
