- Please open the attached document: You can see an area of blue text with the
words "text".
The last blue "word" is only a t, the cursor is placed there automatically after
opening the document

- add any character: This will move the first picture to the next page because
of not enough space on the first page

- scroll down to the second page: The picture is behind the second one; or in
other words: The layout is corrupt now!

I'm sure this is a bug. The frames of both pictures are achored to the paragraph
(german: "Am Absatz) and the attribute to move the next paragraphs below the
frame of the picture (german: "Erster Absatz") is set!

It look like a bug of writer does not correctly handle the "Erster
Absatz"-attribute in case of the forced moving of the picture-frame to the next
page due to not enough space on the first page.

Sorry for my bad english.

(Found with german OOo 1.1.2 under Windows 2000.)

I think, that the problem, which is described here, is similar to the problems
in issue 10634 and issue 16292.

There are some more issues, which cover this well known issue (as old as frames
in Writer) about wrong wrapping of frames with anchor on previous page.
I think, issue 19948 is the best reference for this.
