When in Hebrew keyboard layout, attempting to use a keyboard shortcut (like
CTRL+C, CTRL+S etc.) doesn't work anymore.

This used to work at least up to 680m41.

To repro:
* open OOo and creat a new document
* Type some Hebrew text
* When still in Hebrew, try to save using CTRL+S

Actaul result:
The Hebrew letter ד (which is at the same location as the English S) is entered
at the insertion point- no saving is done.

Expected result:
OOo should save the document.

This used to work fine in 680m41 and all older versions of OOo. 
Israeli users expect this to work- these combinations are NEVER localized, and
changing the keyboard layout before doing an action and then changing it back
again is NOT a thing users are going to do.

If this is not fixed, I perdict that this issue will become a top FAQ for Hebrew

I am using XFRee 4.3, which hasen't changed between my using m41 and installing m47

This is also a problem when using OO in Mac OS X.
