It would be very useful to be able to set some global settings for importing
.csv files - for example, which field should be text, which number, etc.

This has become an issue for me because I open many .csv files, many of which
have strings of the form "1-03" (a price measured in 32nds of a dollar).  These
get converted to dates, which is absolutely not what I want, and I cannot change
them once the .csv has been imported.

What I am forced to do instead, is to every time select the fields and specify
that they are "strings" instead of "general" - a very time-consuming task.
