No Fill in a Frame should be transparent

Frames with the background set to "No Fill" should be transparent, but are actually white, and obscure objects behind them. If I wanted a white fill, I would specify it. I want it to be transparent.
To keep compatibility to older versions of openOffice/StarOffice, there's actually no other way to have transparency for frames like this: select "white" as background color and set the "transparency" value (which will now be enabled) to 100 %.
