Document utilizes a text frame to position text on title page. When exported to
doc format the resulting text box is somewhat shorter (or maybe the text spacing
is bigger, I'm not sure). The result is that the bottom line of text is cut off
in the middle.

This issue appears to be resolved in the m54 build. Thanks guys.

No, problem here is, that MS Word adds the spacigs between paragraphs and Writer
does not. This has to be enabled in the Compatibility options before you save to
MS Word, to see what your document looks like then (Tools.Options.Text
document.Compatibility).
