It's possible to query all database entries with a certain month in a date
column via SQL (e.g. MONTH() function in HSQLDB). The form filter doesn't offer
this. I think this feature should be integrated in the next version (something
like YYYY-09-DD or ???-09-??).

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
