startup time increased from src680m52 to src680m54

JA: as you can see there is an increase in startup time of more than a second (look at the second column) There are four values for each build. CD: We should gain performance if we don't use images more than one time. CWS oooicons will solve this.
Adding dependency to issue 20269 (startup performance), from which prio P2 is inherited.

It was not possible to assign a specific change to this performance loss, so it doesn't make sense to keep a special issue for this. We are continsously working on the startup performance and we always create new issues for every single, concrete task we do.
I chose the "wontfix" to show that we will not take any concrete action on the fact that the performance went down specifically between m52 and m54. It doesn't mean that we don't work on the startup performance.
