Implement "Text wrapping break" as in MS Word

MRU->BH: two things needed in Writer for this: - tables should not flow under frames - a new "text wrapping break" (like word uses here) is needed

I'll split this issue into two separate ones. This issue will handle "Text wrapping break" problem, "Table should not flow under frames/graphics" will be handled by issue 75721.

After Googling for "Text Wrapping Break" it appears that this is, indeed, the same issue as 79318 (which I filed). I'd never heard it referred to with that term before. However it seems that the implementation of this in MS Word does _not_ have any effect unless the document is saved as a web page (in other words, it's just inserting <br clear="all" /> into the HTML), at least according to http://www.jegsworks.com/Lessons/words/autotools/margins.htm The point of reporting issue 79318 was that I'd like to see this functionality included for normal documents, not just those saved as web pages. If this enhancement ever gets coded, please don't just implement it for files saved as HTML, as Microsoft appear to have done, as there is a real need for its use in normal documents as well.
Indeed, an HTML with a paragraph with CSS "clear: both" loses this format when imported into OOo.
