The cursor moves erratic through a normal line of text, when using the keyboard
to move from the beginning to the end (or reverse).

- Download document at given url.
- Open it in OO 1.1.3
- go to page 6, line 4: "sinister attacks.  The average human intelligence is 10."
- set the cursor at the beginning of the line.
- use arrow keys to get to the end. "sinister att", works fine. After that, the
cursor moves all over the line.

I created this text in OO 1.1.2. Copy/Pasting "The average human intelligence is
10." from the intelligence section on the previous page when I noticed the
behaviour. The behaviour can still be seen in 1.1.3.

Failed to reproduce on linux.

Let me take a guess:
you have installed Service Pack 2 and when switching to another font the problem
vanishes.
It seems that Palatino linotype causes some troubles, see issue 27336

If the problem occurs with other fonts, please reopen this one.
