A Word document with a background image (watermark?) imports with the image in
front of the text.  I fixed it by changing Wrap to "in Background", but this
should be fixed in the filter.

Document will be attached.

Also, three of the four images in this document import with a border, which they
should not have.

confirming both issues with 19M58, Win98 SE

The same as issue 14045. Objects anchored in Header currently do not position
behing text.
