Chinese Translation: How to deal with Chinese Macau/HK and Singapore

When talking about text conversion, we treat all Chinese locales as Chinese, both side conversions should apply on the text for any Chines locales, or another word, all Chines text, no matter for which Chinese locales, should go through text conversion/translation. Only thing we will check the source locale is for the target locale and font setting, For Simplified to Traditional conversion, no locale and font changes on the source text for zh_CN and zh_SG locale, while the text for zh_TW, zh_HK and zh_MO should be changes to zh_CN locale and default font for zh_CN locale. For Traditional to Simplified conversion, no change on the text for zh_TW, zh_HK and zh_MO, while the text for zh_CN and zh_SG should be changed to zh_TW and the font for zh_TW. Sigapore uses SC, while HK and Macau use TC. We don't want to change locale when it is already in target language, but all text needs to be converted.

The language and font are set correctly for Chinese text. But document language and font are not set correctly, which means new Chinese text entered into converted document will not get correct language and font. For example, apply S->T conversion on a SChinese document, text is converted and set to TChinese, but when new text is entered to this converted doucment, new text is set to SChinese, which is wrong, this document should become complete TChinese document. re-open issue and try to reassign to ft@openoffice.org
