Automated test: first.bas/tJava

Loading a webpage containing a java applet without having java support installed
triggers the "JRE required" Errormessage at least twice.

This problem has larger impact. When trying to execute macros without Java
enabled the user is confronted with countless warnings. Executing the BASIC
macro is not possible then. But BASIC macros can be run when using the BASIC
macro organizer instead. 

Possible solutions:
- disable everything that triggers the scripting framework including all menuentries
- force the user to install Java
- bring up one single errormessage that informs the user about the impact of not
having Java installed.
- bring up one errormessage at office startup and then just ignore any attempts
to trigger Java
- ...

I think this is a big thing that cannot be fixed for 2.0 but please see what you
can do. Considering the slick userinterface we introduce with OOo 2.0 this is a
bad performance. UI change required. I would consider this relevant for 2.1 (or
whatever the Patch might be called)
