Langpack installation should shutdown quickstarter

Each language pack installation should shutdown quickstarter prior to installing so that the language will immediately show up as available via the options > language menu. Users simply don't have the understanding that the quickstarter must be restarted for openoffice.org to be restarted.

Just a quick follow-up to my original submission, for clarity. Ordinary users may not understand the relationship between the quickstarter and ooo...from their perspective, if you shutdown "Writer" (for example), then restart it, ooo has been restarted. In reality, a true restart doesn't occur until quickstarter is shutdown - but they probably don't understand this. This could lead to frustation with ooo..."I just installed this language pack, why isn't it a choice?". It's just one of those this that can lead to a bad impression of the software - from a perceived bad user experience - that can be resolved programatically.

I think this one is obsoleted by issue 39306 - if you agree, please mark as duplicate.
IMO this one is different from 39306 (which BTW for me is fixed) Set as new.
