right click menu for toolbar selection

when right clicking in an empty toolbar space, "toolbars" menu should be displayed. right now right click in that area does nothing - it would be usability improvement and also would allow slightly easier transition for msoffice users.

While checking out the development snapshot OOo I'm surprised to discover that the new toolbars don't have a right-click context menu - and that it wasn't proposed in the specification. An oversight? Right-clicking has no effect. Yet it is possible to right-click on everything else in OOo to get a context menu.... I support a context menu showing a list of possible toolbars - i.e. like View->Toolbars from the menu. This allows the user to activate or hide toolbars quickly. It is what happens in other office suites and other applications; saving a couple of mouse clicks. It will improve the experience for users migrating to OOo.
