Misinterpretation of Word 2003 cross-references

In Word 2003 we number external document references using a automatic scheme involving cross- references; the template is pointed to by the URL and section 1.5 demonstrates the numbering. Cross-references are made by doing Insert | Reference | Cross-Reference then selecting Reference Type = Numbered Item and Insert Reference To = Paragraph number (no context) then picking from the list. The problem is that OOo 1.9.69 (and previous) misinterpret this cross-reference as the _section number_ of the automated scheme, whereas Word 2003 uses the automated scheme itself. Thus, in Word 2003, the text in Section 2 appears correctly as [1], [2], [3] and in OOo it appears incorrectly as [1.5], [1.5], [1.5], as you should see from the template pointed to by the URL. Unfortunately this is disastrous because our entire project depends on this use of Word 2003; the document, otherwise, imports perfectly into OOo 1.9.69.

Unable to replicate the issue on Openoffice m69 on Win Xp. It imports the document correctly.
Verified there are similar issues in build 680m77. When opening the attachment #21422, the formatting does not convert properly (i.e. alignment of text is not correct), and it also does not show the correct values in the cross reference entries - in this case it creates entries named [1], [1] and [1]. See attachment which is the result of importing into Writer.
