When in full screen mode the user can not see the menu bar.  While they can
access the menu drop downs by pressing the Alt key, and using the arrows for
navigation, or the key combination for a specific menu (e.g. Alt-v drops the
View menu down) the menu bar itself is not visible.

A better UI could be to have the *ability* to show the menu bar (e.g. some where
there would be an option 'Show Menu Bar in Full Screen Mode').  Any visible tool
bars would be then below the menu bar.

Another way would be for the menu bar to appear when the mouse pointer is at the
very top of the screen.

In fact the options for this might be a tick box to indicate you want to indeed
show the menu bar (a tick box) and then enable a radio button selection of if it
is to be permanently visible, or only appear when the mouse is at the top of the
screen.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
