I don't know if this is related to hardware or software:

I opened Impress and just created a blank presentation. Then I clicked on
slideshow without doing anything else and a blank white page comes up but it has
a vertical and horizontal offset - to the right and down.

The right hand side and bottom are cut off and there is a black band on the 
left and top.

I case its hardware I tried on a Dell 1100 Inspiron running Win Xp SP1.

I checked the attached SXI file and brought up the Slideshow of it. While that
slideshow was still up, I started a new Presentation and started its slide show.
Alt-Tabbing between the two, I could see that the attached SXI file's slideshow
did seem to be shifted to the right and down compared to the blank slideshow. I
didn't see an obvious reason that this was happening, so I'm confirming it as a
bug. I don't believe this is a hardware issue.

Using 1.9.74 on Win 2000 SP4.

I tested your problem with m83 on Linux and on Windows, no problem here.

This issue is fixed. I don't find the corresponding issue at the  moment but I
know that we fixed exactly this behaviour.
I close the issue as fixed.
