I cannot move a table within a document to another position.

This is currently not supported by OO Writer. Issue 13791 states the same
problem, though it sounds a little bit different.
Tables currently can only be moved by entering empty paragraphs before them and
then assigning the desired indents in the table properties.

I beg to differ; not same as #13791.

Here is why I say its not same; say I have two tables in same document; table1 &
table2. I then realize I'd like to move table2 to be above table1.

Could we please reopen this; the way I see it, this is not a duplicate of 13791.

It may not be clear at first glance, but it is really the same problem, from
technical viewpoint. Implementing the solution for one of these problems will
enable the other feature. 
However, I have found another issue, which also describes the same be exact
words... See issue 6540.
