Open a presentation.  

Select one of the slides from the Slides pane. singel click one of the Preview
images available in the Task Pane.  The style is applied to all the slides in
the presentation. This behaviour is one that a user would expect normally - a
single click and all the slides is too much.  

Is this working as designed?  I suppose a single click should do the work for
the selected slide.  A double click for all slides.

This behaviour is correct.
To assign an style only to one slide open the context menu of the style.
Now you can choose between 
"Apply to all slides"
and
"Apply to selected slides"

I think aparan is right.
The behaviour is not very intuitive.
