- installed office with deselected Quickstarter
- starting office -> no quickstarter: ok
- starting setup for modifying and selecting quickstarter
- starting office -> no quickstarter: not ok
- deleting the userlayer
- starting office -> quickstarter running: ok
- modification should be deployed to the office userlayer
