The Thai language pack should contains:-
- Localization of UI
- Localization of help text
- Thai fonts from Pladao and OpenOfficeTLE
- Maybe templates and cliparts that are useful for Thai

I think i will separate this work to 3 phase. 
First UI must translate completely. 
Second, Help text may be translate about 30% comptete.
And fonts, template and cliparts (gallery) will use last update from site.

creation of thai lang packs are now enabled.
