I have created a dozen gallery in 1.x based on fr.openoffice.org galleries and
others work. I loaded into 2.0, but I can not drag and drop from gallery to
documents. Right click on element and copy works well. If i add elements to
Gallery in 2.x then it will remain dragable.

Can you comfirme it, please?

What about a step-by-step instruction? What am I supposed to do with the
gallery1.zip?
Also having to download ~10 MB to check an issue is not perfect either. Please
always try to provide small testcases.

Oh man :o) Have you ever tried Gallery? :o)

Close OpenOffice.org 1.9.x well (And also close the quickstart application)

Download any of gallery from here:
http://fr.openoffice.org/Documentation/Gallery/indexgal.html
or from here:
http://hu.openoffice.org/servlets/ProjectDocumentList?folderID=377&expandFolder=377&folderID=375
(If you hate small files...) :o)

Put it to the right place:
OpenOffice.org 1.9.93\share\gallery
or into your local profile...

Start OpenOffice.org 1.9.x (for example Writer component)...
Click on Tools -> Gallery
OpenOffice.org will show you the just installed gallery. Select a pic from it.
Try to drag onto (with left) the workspace. The cursor has a plus sign (like
copy) but after the drop no picture on workspace.
If you do it in another way like
select picture, right click, from the context menu: insert then copy (first and
first menu) it will insert the selected picture.
My gallery is mixed now, so you can see the functionarity is deffected with old,
gallery created under 1.x.. And good functionarity with the gallery is created
under 2.x.
So if you put pictures into old gallery (1.x) under 2.x, the new pictures will
be dragable, and the old pictures still remain undragable...
This is why I created this article...

No, I used the gallery before, but when I wrote the question, I just started the
download of the gallery-zipfile. With my connection this lasts 20Minutes. 
After I downloaded the file I could have a look at the contents.

Furthermore, your description still is not a step-by-step instruction. This
sounsl like nitpicking (and it fact it is), but having easy to follow
descriptions is essential for handling an issue efficiently.

E.g. you write

But his is not a complete description since you have to unpack the zip-archive
to that direcory (now in this case it is easy to tell what was meant by this,
but with other issues those kind of things are not as obvious).

So for future issues: Always provide step-by-step instructions, always try to
provide small testcases (don't let us download 10 MB of "useless" data)

I can reproduce the problem with the downloaded-gallery files.

But how did you generate such a gallery? I can only create gallery-themes where
the files are linked, not included in the gallery-files themselves.

Gallery is not useless :o) That is why there is not SVG filter for OOo :o(

I am "happy", because you can reproduce my issue.

Open gallery window from Tools.
You can create "embedded" (I really don't know the good name of it) gallery by
click then keep clicked until few seconds until the vector based pics counturs
changed. After that you can drag into gallery's window. The new element will
show up in Gallery windows.
This may not work for bitmap pictures.

Doesn't work here. I can drag pictures into a gallery-theme, but still they
won't end up in the gallery-files themselves, but in a folder
<oodir>/user/gallery/dragdrop - the gallery files still contain pointers to the
file, not the file itself (tried with jpeg, png, gif, wmf).

So the question still is: How did you generate the files in gallery1.zip from
the Document & Files section of hu.ooo (that is the file I downloaded)

The target milestone may be 2.0 because it is report incompability with 1.x...

How?
First of all, You should use vector based pic, not png, jpg etc.
WMF is good :o)
Load the picture into draw. Click in drawed part of clipatr, and hold the mouse
button. The shape of vector based gfx will change to dashed like linestyle.
Agter that you can drag it into Gallery panel, then you can release. The
embedded image should appear in gallery...

Finally I was able to reproduce, but not with an external picture, but with a
drawing.

To reproduce:
0) in OOo 1.1.4 create a new gallery theme
1) Draw a rectangle and drag it into the gallery
2) copy the gallery-file to the OOo 1.9 gallery-directory
3) Start OOo 1.9mXX and open the gallery
   -> the theme is present and the rectangle as well.
4) Try to drag the rectangle into the document
   -> Nothing happens
5) Use the contextmenu on the rectangle in the gallery and choose "Copy"
   -> rectangle is inserted into the document.

When the gallery is created using OOo 1.9mxx, you can drag the rectangle into
the document.

This bug is duplicate to Issue 48062, and if it is not too much effort we will
try to fix this issue for OOo 2.02.
